Chongqing to Become a National Vanguard in AI Innovation by 2025

The Chongqing government unveiled an action plan on July 25, charting the city's course to establish a comprehensive, multi-layered, and diversified artificial intelligence (AI) innovation system. The plan also sets sights on transforming Chongqing into a national AI innovation and application pioneer zone by 2025.

As part of addressing the supply and demand dynamics of application scenarios, Chongqing plans to garner a variety of AI key application scenarios from the public and establish ten benchmark scenario projects, as outlined in the action plan.

AI innovation stands at the forefront, with Chongqing aiming to launch 100 AI products with core competitiveness in key areas and typical scenarios. This includes making significant advancements in core technologies and initiating key national projects.

In an effort to boost the AI industry's capacity, the city is set to nurture ten leading AI enterprises, each valued at over 100 million yuan (about 14 million U.S. dollars), congregate 100 AI enterprises and 1,000 related enterprises, and establish three to five AI industry clusters.

Exploring AI technology application scenarios

The action plan stipulates that Chongqing will map out major scenarios around four key areas: intelligent upgrading of the manufacturing industry, intelligent application in crucial sectors, significant projects and activities, and the future's new frontiers.

Transportation, healthcare, education, and agriculture represent the key industries. Chongqing is advocating for a deep exploration of AI technology application scenarios to foster high-end and efficient economic development.

For instance, the city plans to investigate intelligent charging systems, road network control, and integrated navigation within transportation application scenarios.

The prototype for smart transportation has already begun to take shape in Chongqing. The Western (Chongqing) Science City Intelligent Connected Vehicle Innovation Center, commonly known as the Li Keqiang Workstation, has plans to establish an intelligent connected vehicle (ICV) demonstration area worth over 10 billion yuan.


Anticipating the attraction of leading AI enterprises

The focus is on Chongqing's Liangjiang New Area, a state-level new area within the city. This area is home to the physical information fusion system of Chongqing's National Vehicle Networking Pilot Zone, which entails the development of unmanned ride-hailing and automatic driving, constructing intelligent transportation systems, and arranging the Internet of Vehicles industry.

Last year, Apollo Go, an autonomous vehicle under Baidu Apollo, earned the qualification to offer commercial transportation services of unmanned autonomous driving in Chongqing Yongchuan's urban areas. This signals a shift in the intelligent vehicle autonomous driving business model towards service and product testing, consequently propelling the national intelligent vehicle industry forward.

For future frontiers, Chongqing plans to expedite the layout of the metaverse, nurturing emerging industries and modes such as digital twin factories, digital humans, Meta Tourism, non-homogeneous tokens (NFTs), and digital collections.

In this context, Chongqing eagerly awaits many leading domestic and international AI enterprises to propel the growth of local industries. Local AI-related companies with strong innovation capabilities and new business models will have the opportunity to ride this wave, hence seizing development opportunities.
