
Chinese-HungarianTechnology Transfer Center (Chongqing)
Founded in 2017, Chinese-Hungarian Technology Transfer Center (hereinafter referred to as CHTTC) is the first official technology transfer platform established by governmental institutions both in China and Hungary. The establishment of CHTTC is a practical measure to implement China’s Belt and Road Initiative and Hungary’s “Opening Up to the East” policy. CHTTC works in a manner that the Chinese government and the Hungarian government provide platforms and professional institutions provide services. With two offices set up in Chongqing and Budapest, CHTTC mainly provides professional services such as the exchanges and matchmaking of science and technology talent, innovative technologies and industrial capital, and the transfer and transformation of science and technology achievements. Chongqing Hi-Tech Incubation Center (Chongqing International Science & Technology Exchange Center), affiliated to Chongqing Academy of Science and Technology, is responsible for Chongqing office. Bay Zoltan Non-profit Ltd. For Applied Research, affiliated to Ministry for Innovation and Technology of Hungary, is responsible for Budapest office. On February 9, 2021, China-Hungary Belt and Road Cooperation Priority Project List was signed by China and Hungary on China-CEEC Summit which was moderated by President Xi Jinping. CHTTC is on the List.
CHTTC has built an online service platform, with an official website (www.chttc.com), two databases (project database and expert database) and three systems (IP Query System, Online Video Conference System and Online Communication Translation System). Chongqing office has expanded its partnership with Yunnan Province, Sichuan Province, Guizhou Province, Gansu Province, Guangxi Province and Shandong Province, reaching an agreement to co-establish CHTTC. A regional coordinated network for international science and technology cooperation and service system for international technology transfer, covering the western regions of China, has been built up to work with Hungary. A number of cross-border cooperation projects with remarkable results have been implemented for two countries’ economic and social development. So far, CHTTC has been the only organizer of Hungarian National Pavilion for Smart China Expo for 5 consecutive years. It has successfully held 14 large-scale China-Hungary project matchmaking forums, all kinds of cooperation talks for over 130 times. 23 project agreements have been signed, and 11 cooperation projects have been implemented. In addition, with CHTTC’s efforts, high-ranking government officials, for example, Deputy Speaker of the National Assembly of Hungary, Hungarian Minister for Foreign Affairs and Trade, Hungarian Minister for Innovation and Technology and Hungarian Ambassador to China, visited Chongqing respectively for five years in a row for the pursuit of science and technology cooperation.
CHTTC is dedicated to broadening and deepening international cooperation for science and technology between China and Hungary. In this respect, with a focus on widening the channel for international technology transfer, improving capabilities for international technology transfer, building a coordinated system for international technology transfer and promoting multi-level exchange for science, technology and culture, CHTTC will strive to deepen and strengthen the joint building of the Belt and Road Initiative between China and Hungary, and make effective implementation of China-Hungary cooperation projects, thus becoming an important part of the regional system for international technology transfer and innovation.
